A single engineer is not enough for this kind of work. I presume many resources are being tapped. Universities and government assistance can provide a lot of resources. I'm not well versed in how the fruits of the effort are shared. Seems different among different universities. Oh and for those thinking of comparing salaries to expenses note that it is normal to add on 100% to 150% of overhead. At least that is what I have seen with engineers and frankly other professions as well. So if the engineer is hired for about $100K the actual cost to the company would be around $200K to $250K. if the benefits suck it may be lower but I can't see it less than 75% overhead. Another thing to think about is that R&D costs may just be referring to material costs and and things such as lab space, equipment rental, services, computational costs and not personnel. This would make more sense.
