army payroll late in zimbo for the second month. when this happened last month, it was announced as a "delay." so far this time, no announcement, the money just didn't show up. no announcement, no indication of when (or if) it would.
this does not bode well for the stability of the mugabe regime.
surely mugabe understands that the army's support is the primary reason he remains in power - and remains alive.

this situation suggests that the present regime is totally out of assets/resources. if this is true, we are likely to see political turmoil in the near term. when armies get hungry, they make things happen. not always nice things.
