Geneseo, N.Y. - A new law in New York State aims at combating the heroin and opioid epidemic. Governor Andrew Cuomo signed the multifaceted legislation in Buffalo Wednesday morning.

In it, doctors will only be able to prescribe opioids for seven days, rather than 30.

As part of the 2016-2017 budget, the state will invest nearly $200 million for treatment services, including residential treatment beds.

Emergency treatment is extended from 48 to 72 hours.

Addicts will be able to seek immediate treatment rather than having to wait for insurance authorization.

Ann Domingos, the CEO of Council on Alcohol & Substance Abuse of Livingston County (CASA) tells us access to immediate treatment can make all the difference if someone is able to recover.

"For our clients, it's very crucial," said Domingos. "If they've reached the need for inpatient level of care, then they can't manage outside in an outpatient treatment, and every time someone continues to use, they could die."

CASA of Livingston County is also making its own changes.

It is working on offering a new opioid treatment, which could be what someone needs to make the difference in the success of their recovery.

"It will help the client be able to live their life with less restrictions," said Domingos.

The new treatment is an implant that goes under the skin just above the elbow. For a six month period the Titan Pharmaceuticals, Inc. device administers buprenorphine.

"They won't be tied to the medication like they used to be; clients will still need to come for treatment, but it won't be so intensive if they don't need it," said Domingos.

This helps diminish the effects of physical dependency to opioids. The implant will only be for clients in recovery who are stable.

"One of the things we found with patients that are not as stable is it's given them a motivation to really work hard at stabilization so they can get on the list for to receive this device," said Domingos.

Insurance will cover this device that Domingos hopes will be available to clients in the next few months.
