Assuming that "OTC" means OTCMarkets and "PST" is Pacific Stock Transfer, do either have the authority or responsibility to "investigate" anything?

OTCMarkets certainly doesn't; they aren't a regulator. Pacific Stock Transfer, like all transfer agents, is supposed to be a "gatekeeper" prepared to report irregularities to the appropriate authorities. But in reality, TAs almost never become involved in matters of this kind.
