You're not understanding what that is saying. It's saying specific sections within specific securities acts from different years do not apply. That specific sections of securities acts from different years have been amended within or for the Private Securities Litigation Reform Act of 1995.

Realize corp or representative company legal attorneys use safe harbor disclaimers for many reasons. If it wasn't legally binding you wouldn't be seeing it applied.
