Maybe the $400 million deal isn't in USD...
Or, whoever runs this company wanted to bankrupt it and close operations in =<5 years (if the deal is iron clad and it is $400M USD).

IMHO, in any case, Soulja Boy likely got swindled by an OTC conman.
