By "candidates" NNVC simply means that they've settled upon which version of Herpescide to put through tox testing and then submit for IND status. So candidate selection occurs before tox starts.

The best we can hope for is that sometime before the year is up NNVC has chosen its Herpescide candidate. At that point Herpescide will be where Flucide was three years ago.
