That initial process NIJ 'allows' is unbelievable. . . I am presuming that all the plates are made to the same standards/specifications and are being submitted for a specific NIJ level. . . say Level III.

Why would they provide certification if only one out of ten of that particular production run will pass. If this is an accurate understanding then I can see why some PD's only require a plate to be equivalent and not certified. In this case the certification could mean there is a 10% chance of the plate performing as certified?

Does not make sense. . . what am I missing here?
