As long as the party who payed for the ad doesn't disclose that it's a scam, it's simple advertisement. Anyone can hire a promo company to say whatever they want. The advertising company isn't responsible nor do they care about the intent of the parties who hired them. Should it be illegal? Maybe. Some of the stocks they feature are not scams though. It's a fine line in what's right. Not that the stock market is known for loyalty and honesty!
