RDAR - A/S increase to 5 billion from 850,000,000

"There are 850,000,000 shares of our common stock authorized, of which 116,879,127 shares are issued and outstanding as of April 13, 2016 ... The number of shares we are authorized to issue will increase to 5,100,000,000. 5,000,000,000 are common shares and 100,000,000 are preferred shares."
