I believe it was fully funded a year or two ago and Falcon was the US studio to work on it. And, Stan has been saying for the last three years to look for it "next year" (what more proof do you need).

I actually think that Focus, if they get money, will be paying POW! for the movie IP they plan to develop.

I could speculate on other possibilities, but, it would be far more speculative.
