"Quality" is a subjective measurement.

Is that even legal to say? Since they have no why to prove it and with plausible deniability I guess it's okay to them.

It's in the eye of the beholder. As such, it's probably well legal. It's like an advertising claim. You'll note that they don't actually quote a third party saying this, because no one would.

They don't even say at what bitrate their streams become superior to Blu-Ray. For the record, yet again, that'd be in the neighborhood of 15mbps or a shade higher. And that's for a true 4K stream, not the upscaled junk they're hawking as if it was gold.
