Please tell us how Gabelli sold for arbitrage[from the SEC document re his transactions you posted]:

"(3) THE TRANSACTIONS ON 2/10/16 WERE A RESULT OF THE COMPLETION OF THE TENDER OFFER BY ASTELLAS PHARMA INC. FOR ALL OF THE ISSUE'S OUTSTANDING SHARES."

No shares of OCAT were traded on any exchange on 2/10/2016
