You will not find a HANDFUL of Tickers that have applied for/submitted a completed application (a POST SUSPENSION 211 tier Upgrade) and were denied. SIMPLE FACT. ......... (example) THOUSANDS of ABANDONED / NO LONGER RUN VEHICLES are TICKETED, if NO RESPONSE, Banished to the City SALVAGE POUNDS, NEVER to be ON THE ROAD AGAIN unless OWNERS complete PAPERWORK/FEES and CERTIFIED INSPECTIONS. but wait, I KNOW of 2 that were worth FIXING, GOT FIXED and made it back to the STREETS. ......TWO OWNERS went thru the PROCESS, THOUSANDS merely ABANDONED the rest as they were NOT worth Saving.
