In the United States, all states and nearly all cities require that businesses operating within their borders receive some kind of license from the government before opening the doors. These licenses are mandatory. In order to ensure that prospective business owners do not neglect to receive these licenses, governments impose penalties--usually financial--for a failure to attain the appropriate license. The exact penalty will vary depending on the type of license and the government.
