The US Import-Export Bank was reactivated by congress with the budget deal a month ago or so. It was put on hold since June.

This bank gives loan to a particular entity in this case, Beirut, with the requirement that the product that they get with money is a US made product such as those produced by Apollo and Viper in this case. So, if the $17 million loan is granted, the work is then guaranteed.
