Actually, a variable range occular disruptor with automatic range sensing capabilities would be safer than a fixed range dazzler.

That is essentially what the Marine Corps was looking for with their RFI and RFP a year or two ago. Basically a laser range finder first lazes the target which instantaneously determines the actual distance and automatically adjusts the dazzling laser accordingly.
