Somehow I think I did a lousy job in portraying the concept. It's something akin to "it takes a village". The idea is that the more people with Pacer accounts AND the Recap app, the less it will cost each Pacer user. People interested in a document can open it on Pacer and it will then be available to the rest of the Recap app users. The idea was developed by people who felt that real public access to Court documents needed to be broader.

It is NOT a different, more creative way to freeload Pacer documents, although that's not a totally crazy idea :o)
One would still have to have a Pacer account to gain access to the cases, but in theory they could never download a Pacer document, never generate a nickel worth of Pacer bills and still have access to the Recapped documents.

I'm sure that's not what you had in mind. If so, you would make a fine capitalist but the world's worst socialist :o)
