I've been in Vanguard since 1991 and all my Admiral Funds have expense ratios close to 1/10th of 1%. So I'd say that's about as low as your going to find...

As for the second part, Tom calls the shots on the investments in that fund and that's why it has caught my eye... Best Regards, Ken
