For the "base business" Intel is forecasting mid-teens growth in revenue (call it 15%) for DCG and is looking for Client Computing Group to be flat to up slightly. Unless the company is expecting IoTG/NVM/Software to tank, it looks like the base business grows.

I think the answer to your question is "no, it doesn't include Altera." This also passes a quick "sniff test" because the Altera deal hasn't closed yet and that would be counting chickens before they hatch.
