The answers are quite apparent actually... Treaty will NOT file because true correct and complete filings would incriminate the lot of them. They will not raise money because they haven't filed them and of course with no money there will be no exploration or oil production... And the reason the SEC put the handcuffs on Treaty Energy is because Treaty Energy was and STILL is a SCAM...
A couple of years from now Treaty will have rotted in the grave.
