I actually got a reply from someone at the SEC..

...after I had sent them maybe thirty or so complaints about CTTC's late filing. Unfortunately, all it basically said was "We appreciate your concern...take the matter very seriously...will investigate in accordance with...blah, blah." Your tax dollars at work.
