I don't think anyone would argue that this an over-correction for a weak yet still positive PR. I think most investors were hoping for a partnership announcement at R&R conf. It didn't come...but that doesn't mean it is not in the works and certainly doesn't justify the PPS open elevator shaft.

I read Chinese P3 partner w/ licensing agreement. I think we are seeing the garage floor of the PPS drop now.
