Actually, the government money was just seed money for a study. The millions were supposedly through an insurance agent in California, and it was guaranteed but no one knew how or where the money was coming from.

The tech was traced to a guy in Alaska who was supposedly running it in the boonies, and a failed enterprise in the midwest that ripped off some muinicipal funds.

The tech was a sham and I posted all of these details a long time ago but no one wanted to hear it.

It was a serial con job, not just on paper but for real, but the tech simply didn't work.
