Buying back shares is never manipulating the stock price when you have value in the company for instance, like a large cash flow, the best of products that are in demand, revenue producing retail stores, and in a short time will be profit producing revenue, the company is growing. Plus the Company publicly stated it is debt free. This is the best time to do share buy backs. Plus it will make a lot of shareholders very happy to have less shares available to buy or in some case to short. It will make the shares more costly to buy.

What shareholders are investors doesn't want to see less shares in the market, unless they are shorting the stock. Doing buy backs increase the value of shareholders stock. Plus doing buy backs now instead of later on of eliminating shares by doing a reverse split which most of the time end up wiping out most shareholders. Which is what the company had did before.
