Its a stall tactic. The film producers are not gonna run away LOL! This is a big case.

The judge will tell them to get the certificate if he thinks they are required to have one and its a super easy process.
They can also just file one at anytime right now and that quashes HHSE request.

This case is not going away ROFL.

HHSE just needs to buy some time on this case is all that is happening.
