China is an oligarchy. Press is controlled, esp. in the provinces.

Local govts don't want you to print something, it doesn't get printed.

Wouldn't surprise me at all that Guo, given his ties to the govt, has told them to hold off on press until they work out some new products.

Go with the tide, just make sure you don't get caught in the undertow!
