from what I have learned we have a monitoring well. they did that so when this plan was approved there would be something to augment. I was also told by Mr. Bender at the state level that it is much more complicated to re-permit a domestic well to a commercial well than it is to re-permit a monitoring well to a commercial well

the original permit application was for commercial and they resubmitted to monitoring due to one of the County Commissioners saying that they "had to have something to augment"
