Fire; why have we been told time after time that the ditching would be done imidiatly after passing the Mini , within hours or the next day. nothing was ever said about the FAA needing to do paper work befor allowing the pass to be stated.. If it was as pass they would tell Baltia that then do the ditch and then the paper work.
someting is not adding up here.!!
The FAA is getting the short end of the stick here unless Baltia is negociating with them to waive and give a pass.

And yes I have worked with Govt agencys all my life .
