It isn't about the user, it's about the money. As long as there is money to be made on the ads, nothing is going to change.

At least not until an absolute saturation point is reached (if there is such a thing). If the advertisers start to complain/withdraw their ads due to the
glut something might change but not before that. The decision will be revenue driven. User convenience is a non issue.
