If what Tane has posted is accurate, the EPA is not required to reach a decision in 90 days as has been posted here a number of times.
There is no time constraint on the EPA to reach a decision. They could drag this thing out indefinitely and in the end there is no assurance they would get approved.
I'd like to know where the thought that the 90 day decision review is accurate.
