No, that will be a prosecutor who decides that. Looks like a slam dunk case to me, and Billy just keeps digging himself in deeper and deeper. I don't see any way he can keep from doing some time for fraud. Looks like he finally figured out how to shut up and disappear, though. Maybe that will work for him.
