The abuse and misuse of opioids is estimated to cost the U.S. $560 billion to $635 billion annually, including lost wages and productivity. This includes around $72 billion in additional healthcare costs.



In some cases, the misuse of these drugs include crushing or chewing them. Drug addicts are always trying to find a better, more effective way to achieve a high. Medications which are easily broken down into powder can be injected or snorted, with the abused medicine hitting the person’s blood stream much faster. This has resulted in many untimely deaths, especially among young people.

The FDA considers the development of abuse-deterrent formulations (ADF) to be a public health priority and is encouraging research to do so. Recently, the introduction of one ADF found inhalation and injection abuse dropped from 70 percent to 40 percent, and poison control center calls declined by 32 percent. This also resulted in an estimated $430 million savings in annual medical costs including $174 million in savings to commercial insurers. Try and crush, chew, or physically alter an ADF, and you will likely find it won’t relieve pain or suffer misuse. Some of these ADF medicines turn to a thick jelly if altered, and again, no relief or high can be found.

The innovative use of ADF technologies will help preserve the relief pain medication provides to the countless pain sufferers who work with their physicians to manage their pain. Simultaneously, the ADF technologies will also deter those who choose to misuse or abuse the medication. Our legislature and our society should support these new technologies and continue the lifesaving work to decrease and hopefully end abuse of prescription medication.

Currently the Texas Legislature has bills under consideration that would make ADF medications more accessible. This legislation may potentially help doctors ensure patients can obtain pain relief, while decreasing the risk of addiction. One, SB 1094, would require health plans to reimburse for ADF medications. It never made it out of committee, however. A similar bill in the House, HB 2505, was approved and moved on to the Senate before the Legislature recessed. It will reconvene on May 20.
