Again, let me make a correction. The 30% voting is based on the current o/s whatever it is. The number you stated is the number of shares Red Oak will own if the a/s is approved, by the mandatory ( automatic) conversion. Either way the still will have 30% voting power. 30% is 30% no matter how many shares are outstanding.
