Being powered from Verizon can simply mean their equipment is using Verizon's CDMA network to communicate back to their servers that receives the data, which is not that complex. It's basically giving them an internet connection that then allows a VPN connection back to their network. You can go to Walmart and buy a device from Straight Talk that you can install on your child's car to track them for I think $14 a month. Straight Talk primarily using the ATT GSM network. Unless they have some special deal with Verizon, they would have to have a data plan for each bus, which would be very expensive.
