Can the A/S be changed without a TIMELY filing ?

I experienced FFF_ run by one of the more dilutive-minded CEOs in this turd market. It did this exact same thing with .0001s hitting like crazy. Then it ran to .0049 in only about 3 weeks. He diluted the run big time too. Otherwise, it probably would've made it to penny land.

MYE_ had some .0001s hit, and it ran to 8 cents. I believe its float was around 1 Billion.
