How exactly are you getting a list of employees from ecdc, and then getting the owners of the tags? Maybe someone is using a girlfriends car to get to work, or borrowed a car. Could be the car is registered in someone elses name. That's a non starter on the face of it. Moreover, even if you could match tags to cars, you don't know if the owners are inside, what they are doing or what the match even means.
