they would only offer a buyback if they felt it would benefit themselves. usually the company buyback is offered if the company wanted to have the investors think they are a good investment and keep interest in the company. maybe they should merge or sell the company and keep stock in the new company as part of their sale agreement. the new company might be a much larger company who is interested in getting into their market place and expand. IMHO
