If you read the contract carefully, it says they are performing a test run of 400 tons of Keystone ore, after which they re-evaluate things. If it all checks out, they will run 30,000 tons of Keystone ore, with an option to run up to 80,000 tons.
Even 400 tons of tailings is a big, messy pile. Can you imagine a 30,000 ton pile of tailings? With no permits?
Of course, the whole thing is ridiculous to begin with. I believe someone would notice a stream of trucks coming down Constellation Road, through Wickenburg, and up the highway to Aguila. 20 tons at a time, that's 1500 truckloads for the full 30,000 tons. Not buying it, it makes no sense to truck low-grade ore 30 miles.
