Now what kind of financing will a penny stock get?

How will they get it?

And what is the reason for the spin out?

the financing for a niostar penny stock is available to an SRSR penny stock too.

They could just dilute SRSR and finance. But instead they are listing and spinning out a stock with no more value than SRSR. That is enough to pump the PPS up though and allow dilution at a higher PPS.

That is not how the listing was supposed to go.

They had the financing to do ALL of the work for a resource estimate.
What do they need to finance?
