It reads to me that RMTN would be the one to dilute in order to finance the project. Then again, as usual, it's all very vague. This company that is supposedly buying the system has nothing to do with solar as far as I can see. Looks like two pink sheet companies with nothing going on trying to spark a spike in interest and stock price by acting like there is a big deal about to happen. Until this is funded and installation starts I'm going to assume that's all this is.
