Starting from post 4553 we've been through this.

It's not impossible unless you assume all the gold and silver out there is in two categories:

The gold and silver which an amateur prospector can find in a stream with a pan, and

the gold and silver which only highly sophisticated equipment can extract, and only when fuel prices are favorable.

Given enough claims, a hypothetical mining industry insider might be able to find some veins that were not so impossible to develop with small scale equipment and a sluice.
