It's called the Small Business Set-Aside, contracting rules established by the federal government according to which the Government Services Administration (known as GSA) is compelled to offer prioritized awarding of contracts to small businesses. Secondly, CYBL has in the past received and successfully executed prior contracts for the delivery of LED lighting equipment for the military and National Guard. The federal government has definitive specifications for products they use, if CYBL has in the past provided them with lighting equipment that was ideal for use in specialized military applications, it would seem prudent to me that CYBL would be on the government's "short list" of small businesses to fulfill current and future contract requirements for new orders the military has pending this fiscal year.

CYBL holds the patents to the proven technology (which makes these particular types of LED lighting unique to CYBL) that the military and National Guard have used in prior applications specific to the needs of their unique mission.
