When did whom stop? The estimated production costs for DWOG were disclosed in an SEC filing,(pretty reasonable) if you care to look it up. (if that was the question). Actual proven production costs have not yet been released, because they are still under study. Increases or decreases in production as well as steam oil ratios need to be accounted for to get a real figure. People do gain knowledge about costs by being around the industry.
Why are the rigs idled? Because of oil prices being low many companies have cut back on exploration and development to reserve cash.
