Many of the most celebrated penny stock frauds went through "all the trouble" of putting out a product to sell. Spongetech had their sponges sold nationally and advertised on the backstops of MLB stadiums. Drinks America had Trump Vodka. Rudy Nutrition had health drinks. Mario Pino's stocks had restaurants. InOvations had atmospheric water machines and cancer detection kits, etc.

They all have a story, some enhance the story with product. It doesn't make them any less of a scam. And yes, if you could spend $50-100k or so and get a product out there, and by doing so could sell several million dollars worth of stock, I would think that would be pretty tempting indeed.
