The criminal activity has been international in scope. The prosecution of those involved needs to be spearheaded by a single entity, and IIROC has been more effective than the SEC or any of the European regulators.
IIROC even acknowledged the SEC's failure to prosecute the guilty. They were negligent, perhaps even criminally so, and is does not appear that they are willing to police themselves in this case.
