CYPW has always been "attempting to start production for retail distribution".

Here's an interview with Harry Schoell from June 2008. At 4:30 into the video he says the lawnmower will be on the market in 12-18 months, and that it's in its final design stages.

The lawnmower never went to market. In fact, Cyclone has never publicly demonstrated the engine even running. What's in that video was just a non functioning mock-up. All of the Cyclone engines Harry points to are non functioning mock-ups. All of the claims he makes about engine operation and performance were pure speculation. He didn't even start building the first prototype Mark 5 engine until a year later. (That's the one the last 10Q says they hope to finish in Q1, 2015.)

Here's the thing you've got to watch. When Harry Schoell says one of his engines is in the "final design stage", that means that he's never yet tried to build one, let alone have a prototype that actually works properly.
