In many cities, Waste Management companies are union. Waste Management is contracted by each city. You can have 10 different Waste Management companies collecting trash depending on your burrow (if you live in NYC, LAX, SFO, CHGO, etc). They are paid by either taxes or by buildings they service. Each city works differently. I've owned homes in several different US cities and each one has been vastly different than the other.
BFRE would contract with the landfill. To show how incorrect your statement is, Billings, Montana is already collecting trash for gas. It isn't to the highest bidder, its to whomever will take the trash. If thats one company or 1000. It makes more room in the landfill so the landfill never has to close ultimately always bringing in money.
