The important thing is that Peter and PVEC defaulted on their preliminary settlement and the Plaintiff is petitioning the court for relief in the upcoming Nov 24 Final Hearing. The preliminary agreement, as is presented in the court public records, is really a moot point is it not since Peter and PVEC defaulted on it.
If I recall correctly, the preliminary agreement was negotiated prior to the withdrawal of the Port of Palm Beach from PVEC's announced project. Maybe that withdrawal is why Peter and PVEC did not honor the preliminary negotiated agreement and did not execute a final agreement?
