Correction to my last post:

I said that being able to raise or lower the tower Hydraulically according to the tide would be what is needed, but after studying the photo, I see that what they have done is; the tower is built at a certain height, then the blade/power producing wings & blades can be adjusted up or down (sliding up or down the tower base). BRILLIANT! JMO
